Green Bonds Explained: Finance, Regulation and Communication
Green bonds have moved from a specialist ESG investing product into a closely scrutinised part of the capital markets. Investors increasingly expect credible project criteria, traceable use of proceeds and meaningful impact reporting.
What are green and blue bonds?
Green bonds finance projects such as renewable energy, efficient buildings, clean transport and pollution control. Blue bonds focus on water and ocean-related initiatives, including wastewater treatment, coastal restoration and marine conservation.
The framework supports the issuance of green bonds and blue bonds. Green-bond proceeds may finance a broad range of eligible environmental assets, while blue bonds focus specifically on eligible water, coastal and marine projects.
A credible framework explains how proceeds are allocated, how projects are selected, which ESG risks are assessed and how environmental impact will be reported.
EU rules and market developments
The voluntary European Green Bond Standard has applied since 21 December 2024. Issuers using the “European Green Bond” or “EuGB” designation must satisfy Regulation (EU) 2023/2631, including disclosure, allocation reporting, EU Taxonomy requirements and external review. Other green bonds may continue using voluntary frameworks such as ICMA’s Green Bond Principles. (EUR-Lex)
Since 21 June 2026, EU-based EuGB external reviewers must be registered with ESMA. This strengthens oversight and makes precise terminology increasingly important. (ESMA)
