IR35 Making Complex Off-Payroll Rules Easier to Understand

IR35 remains a significant communication and compliance challenge for UK organisations using contractors. For HR, finance, procurement and compliance teams, understanding who is responsible for employment-status decisions — and explaining those decisions consistently — matters. It is also a good example of why explainer videos for finance can be valuable: complicated rules become much easier to engage with when they are turned into a clear visual process.
What is IR35?
Commonly called IR35, the UK's off-payroll working rules are designed to ensure that someone working through their own intermediary, such as a personal service company, pays broadly the same Income Tax and National Insurance as an employee where they would have been an employee had they contracted directly.
For public-sector organisations and medium and large private and voluntary-sector clients, responsibility for determining whether the rules apply generally rests with the client.
.
Clients within scope must take reasonable care when making employment-status determinations and communicate their conclusions through a Status Determination Statement (SDS). They also need a process for dealing with disagreements. HMRC guidance states that failing to respond to a disagreement within 45 days can result in responsibility for the worker's Income Tax and National Insurance passing to the client.
Why explainer videos for finance work for complex regulation
Employment status is difficult to communicate because it is not simply a box-ticking exercise. Different facts about the real working relationship can affect the tax analysis, while several teams may be involved in gathering information, reviewing decisions and maintaining records.
Grant Thornton Case study: Explaining an IR35 employment-status platform
Iksplein created an explainer video around an employment-status intelligence platform designed to support organisations managing contractor assessments.
The communication challenge was substantial. The video needed to introduce IR35, explain why employment-status assessments matter and then demonstrate a multi-stage digital workflow without overwhelming the viewer.
